The UN said over half of the country’s 4.6 million population needs humanitarian aid, and that sectarian tensions have risen to a crisis level. Amnesty International said fighters affiliated with the Seleka coalition have been carrying out “unprecedented” crimes against civilians, including executions, torture, rape, and the recruitment of child soldiers. The predominantly Muslim coalition was officially disbanded in September but its fighters are continuing to terrorize civilians, using foreign fighters from Chad and Sudan as well as over 3,000 child soldiers. Nearly 400,000 people have fled their homes.
