Maulvi Abdul Kabir, the Taliban’s former shadow governor of the eastern Afghan province of Nangarhar who led the group’s council in the city of Peshawar, was arrested in the district of Nowshera in Pakistan. Kabir served as a liaison between the Afghan Taliban and al Qaeda, Hezb-i-Islami Gulbuddin, and the Movement of the Taliban in Pakistan
