Al Nasr is a senior al Qaeda leader who relocated from Pakistan to Syria last year. Treasury reveals that he previously served as the head of al Qaeda's Iran-based network.

Kuwaiti authorities released Hajjaj al Ajmi, who was recently designated a terrorist by both the US and the UN, after detaining him briefly on his return from Qatar. A Kuwaiti newspaper reported on Aug. 19 that security forces were on high alert over reports from Iraq that Islamic State militants were planning to infiltrate Kuwait's northern border.

He is suspected of serving as a financier for the Al Nusrah Front in Syria. Another cleric, Shafi al-Ajmi, was detained briefly on Aug. 17 after returning from Saudi Arabia, but released. Shafi al-Ajmi, who was added to the US terrorist list with Hajjaj and another Kuwaiti man on Aug. 6, has threatened to sue the US Treasury to get his name off the blacklist.

The Kuwaiti government accepted the resignation of Justice and Islamic Affairs Minister Nayef al Ajmi. In March, the US Under Secretary for Terrorism and Financial Intelligence warned that Kuwait had become "the epicenter of fundraising for terrorist groups in Syria," and said al Ajmi was known to have promoted Syrian jihad and that his picture had been used in Al Nusrah Front fundraising.

Justice Minister Nayef al Ajmi and the Kuwaiti Cabinet dismissed US Treasury Undersecretary David Cohen's accusations that he financed terrorism and promoted jihad in Syria, calling them "baseless and groundless." On March 4 Cohen charged that al Ajmi had "a history of promoting jihad in Syria" and was linked to fundraising for the Al Nusrah Front and the Islamic State of Iraq and the Sham.
