The Islamic State’s Khorasan branch quickly claimed responsibility for an attack near a shrine in Kabul, Afghanistan earlier today. The Sunni jihadists regularly target Shiite civilians in Afghanistan and elsewhere.
The attack forced the charity to temporarily shut down its offices across the country.
The Islamic State’s Khorasan province, like the main branch in Iraq and Syria, has had no qualms about targeting Afghan civilians, particularly Shiites, in mass-casualty suicide attacks in mosques and other locations.
The commander, known as Abdul Rahman, was a candidate to take control of Khorasan province after the US killed the previous emir last month.
The Islamic State’s Khorasan continues to target Shiites in mosques and other civilian areas. At least 50 people were killed in the suicide attack.
Jamaat ul Dawa al Quran is an excellent example of the complex and evolving network of jihadist groups that operate in the Afghanistan-Pakistan region. The three designated leaders have been tied to al Qaeda, the Taliban, Lashkar-e-Taiba, and the Islamic State.
The US military has invested significant resources in battling the Islamic State in Afghanistan, despite the fact that the group controls areas in just four districts in Nangarhar.
The attack was executed by a Tajik fighter, who may have been a member of the Islamic Movement of Uzbekistan faction that merged with the Islamic State’s Khorasan province.
Islamic State’s Khorasan province and the Karachi faction of the Movement of the Taliban in Pakistan both claimed credit for the attack on a police academy in Quetta that killed more than 60 cadets. Pakistani officials claimed the suicide assault was executed by Lashkar-e-Jhangvi al Almi.
The US military claimed that Khan’s death and the operation in Nangarhar will hurt the group’s operations in Afghanistan. However the Islamic State’s inability to form alliances with the established jihadist groups in Afghanistan and Pakistan has led to its isolation.
While the competing claims cannot be verified, both groups are capable of executing the mass-casualty suicide attack in Quetta.
Abdul Rahim Muslim Dost, who left the Islamic State late last year, claimed that Khorasan province became a tool of “regional intelligence agencies and started torturing innocent people.” He described the emir of Khorasan province as “illiterate” for approving attacks on civilians.
Teen-aged boys are shown training at the “Cubs of the Caliphate Camp,” which is likely located in the eastern Afghan province of Nangarhar.
A US military spokesman touted the strikes that killed the three Islamic State leaders as “an example of how we’re able to decimate networks.”
While the locations of the Shaykh Abu Omar al Baghdadi and Shaykh Abu Musab al Zarqawi camps are unknown, they are likely situated in the eastern Afghan province of Nangarhar, where the jihadist group has established a presence.
Jalaluddin, the former mufti for Khorasan Province, rose thought the jihadist ranks in the Afghan-Pakistan region and was mentored by Sheikh Aminullah, an influential Taliban leader and al Qaeda facilitator, before defecting to the Islamic State. He taught at the Ganj Madrassa, which is listed by the US as a terrorist facility.
The US State and Treasury Departments announced 35 designations today. The designations target the Islamic State’s foreign fighters, leaders, “provinces” and other related entities. Several jihadists from the West were included among the designees.
