US forces killed 18 Haqqani Network fighters in Khost and seven Taliban fighters in Kunar. Kabul has asked tribes in the South to raise local militias; the US commander who oversees the training of Afghan security forces called the plan a "mistake." The commander of the British SAS resigned over poor equipment for his forces.
