A senior al Qaeda operative, Abu Anas al Libi, was captured in Tripoli, Libya. Al Libi has served al Qaeda since the 1990s. According to a report published by the Library of Congress in August 2012, he was the “builder of al Qaeda’s network in Libya.”

US forces conducted raids against terrorists in Libya and Somalia. Defense Secretary Hagel said “most” of the furloughed Pentagon civilian workers will be soon called back to work. Secretary of State Kerry said the US is not abandoning its “pivot” to Asia.

In the third insider attack on Coalition forces since Sept. 21, a senior member of the International Security Assistance Force has been shot and killed in southern Afghanistan.

Qaeda in Syria wants to dominate Iraq, Turkey border zones

The police claimed to have killed 18 Taliban fighters during operations in Kandahar, Helmand, and Farah provinces. The Taliban killed two policemen and two civilians in an attack in Laghman. Afghan officials claimed that ISAF aircraft killed five civilians, including three children, in Nangarhar. An Afghan security guard killed an ISAF soldier in the east. Former Defense Minister Abdul Rahim Wardak will run for president.

Al Qaeda in Iraq killed at least 48 Iraqis in a series of attacks in Baghdad, Balad, and Mosul. In Baghdad, a suicide bomber killed 24 people, including four people, in an attack that targeted Shia worshippers. In Balad, a suicide bomber killed 13 people outside of a cafe.

A Sudanese man led the team, which also included a Kenyan and a Somali.

Interior Minister Güler rejected opposition charges that the government had recently opened Turkish border gates in response to a threat from the Islamic State of Iraq and the Levant. He also rejected the charge that ISIL was behind the Reyhanli border gate bombing that killed over 50 people; authorities have blamed the bombing on the Turkish Peoples Liberation Party/Front (THKP/C) and a faction, the Urgent Ones (Acilciler). The government also denied involvement in an alleged special forces raid against Shabaab in Somalia. The government aims to continue incursions into Iraq in pursuit of the Kurdistan Workers Party.

The Kenyan military named four dead Westgate Mall attackers, including their al Qaeda-trained leader, Abu Baara al-Sudani. The three others are Omar Nabhan, a Kenyan Arab who had lived in Somalia; Khattab al-Kene, a Shabaab-linked Somali said to be “an associate of Ramzy from Mogadishu”; and a man identified only as Umayr. Kenyan authorities are said to be holding nine suspects and have said that five attackers were killed. Others may still be at large. Negotiations for a post-2014 US presence in Afghanistan are at an impasse; although an agreement has been reached to assure legal immunity for US troops, the US has rejected Afghan requests that the US guarantee Afghanistan’s security and that US troops refrain from searching for al Qaeda in Afghanistan.
