Fighting between government forces and Shabaab fighters in the north of Mogadishu killed 17 people, including a “white Shabaab member.” Shabaab beheaded two employees of a telecommunications company in the capital accused of spying. As much as half the food aid sent to Somalia is diverted to a web of corrupt contractors, radical Islamist militants, and local United Nations staff members, according to a new UN Security Council report.
