The Assad regime began freeing inmates from prisons in Damascus and Hama after declaring an amnesty for all crimes except terrorism; it extends to foreigners who entered Syria for terrorism, so long as they surrender within 30 days. The Syrian Observatory for Human Rights said fighting in Deir Izzour between the Islamic State of Iraq and the Sham on the one side and the Al Nusrah Front and the Islamic Front on the other has killed 241 ISIS fighters and 354 fighters from the other side in the past 40 days. Clashes continued in Deir Izzour, where ISIS detonated a number of houses, including that of Al Nusrah's emir for the eastern countryside. Syrian Kurds alleged that Turkey is covertly helping ISIS. Al Nusrah and Islamic fighters continued to battle regime forces in Latakia. The Islamic Front also battled regime forces in Reef Dimashq, Damascus, Idlib, and Deraa. Jaysh al Islam attacked a Political Security building in Aleppo. Jailed jihadist ideologue Abu Muhammad al Maqdisi urged Al Nusrah Front emir Abu Muhammad al Julani to ban "the smuggling of women into the southern sector through the Jordanian-Syrian border," as some have been arrested and imprisoned. The ISIS issued reports on the collection of zakat in Hasakah, the Islamic police in Raqqah, and eliminating "Awakenings" from Deir Izzour.
