The Syrian National Coalition has not decided whether to attend the Geneva II peace talks, but stated its position that neither President Assad nor his family can have a role in Syria's future; the Coalition recently lost 42 of its 112 members, and a number of Free Syrian Army groups have recently withdrawn. Regime forces have retaken a number of towns on the outskirts of Aleppo. An Islamic State of Iraq and the Sham suicide car bombing in Idlib killed at least 13 Islamic movement fighters. ISIS clashed with regime forces near the 17th division base in Raqqah, after the Islamist movement controlling the base withdrew a few days ago. Islamist and rebel battalions in north Reef Aleppo clashed with ISIS and took over two towns. A draft Proposal for a Temporary Constitutional Declaration, written by three opposition figures, is being circulated ahead of the Geneva II talks as a possible roadmap out of the conflict.
