A ceasefire has been agreed between the government and rebels meeting in Addis Ababa, Ethiopia. However, reports have emerged alleging that the government is still attacking rebel-held territory in Jonglei and Unity states.
A rebel demand that the government release detainees before the signing of a ceasefire is preventing a deal from being reached. Government troops are moving on Bor, the last state capital still in rebel hands.
Fighting has continued in Juba and Bor as ceasefire talks in Ethiopia have been delayed. In Bor, a general and others senior military officers loyal to the government have been killed. Sudanese President Omar al-Bashir is in Juba to help peace efforts.
Rebels and the government are holding preliminary ceasefire meetings in Ethiopia even as they continue to fight at home. Rebel leader Riek Machar said his troops will refrain from attacking the capital city of Juba in an attempt to reach a "negotiated settlement." The US said it will give $49.8 million in additional humanitarian assistance to help victims of the conflict.
Although President Kiir has said he will not enter into a power-sharing agreement, he and rebel leader Riek Machar will meet for peace talks in Ethiopia. The African Union has said it will impose "targeted sanctions" in response to violence.
A 20,000-strong militia loyal to former vice president Riek Machar has been persuaded to retreat from Bor. Ugandan President Yoweri Museveni visited South Sudan in an attempt to find a political solution to the unrest.
The government has agreed to an immediate truce to end fighting with rebels, but rebel leader Riek Machar said that conditions for a truce are not yet in place. The reports follow warning by neighboring countries that they will soon "take action" to stop the conflict.
Rebel forces loyal to former vice president Riek Machar fired on at least two US Osprey aircraft that were on their way to the rebel stronghold of Bor in Jonglei state to evacuate American citizens. Four US troops were wounded in the attack, one seriously. Rebels also fired on and disabled a United Nations helicopter that was attempting to evacuate civilians from Yuai in Jonglei. The US military is reportedly reviewing "further options" to support humanitarian efforts in the country. Machar claimed that his forces have taken over Unity state.
Soldiers loyal to President Kiir fled Jonglei state after an attack by mutinying forces. Wanted opposition leader Riek Machar denied he tried to stage a coup, and accused Kiir of seeking to purge dissenters.
While the government claims that it has contained violence in Juba, 73 soldiers have been killed and the US has ordered the evacuation of all non-essential personnel. Presidential guards raided the home of former vice-president Riek Machar, whose current whereabouts are unknown. Three members of the Dinka Bor ethnic group were killed in Bor.
